BEFORE THE CLEAN AIR, WETLANDS, PRIVATE PROPERTY AND NUCLEAR SAFETY
SUBCOMMITTEE SENATE COMMITTEE ON ENVIRONMENT AND PUBLIC WORKS
"Conclusion"It is personal exposure to air pollutants, and not air concentration that is the critical
component in assessing the public health impacts from air pollutants. Science has now
established that indoor air pollutants can be a major contributor to a person's overall
exposure to air pollutants. In addition, the findings from these studies indicate that the
same air pollutants subject to regulation under the Clean Air Act are often found at
much higher levels indoors. The Clean Air Act Amendments of 1990 rely solely on the
assumption that outdoor levels are determinative of an individual's exposure and hence
risk. The Act does not address the contribution of indoor sources of air pollution or
the differences between indoor and outdoor quality.
"Absent information about personal exposures, the real public health risk of air toxics
cannot be accurately assessed. Merely reducing the ambient emission levels may not
result in improved public health. By focusing on exposure, we can determine where the
greatest risk to public health lie and tailor the solution to correct the problem. The
Leland Center will continue to focus our research on addressing the critical area of
exposure, thus allowing for a more cost-effective approach to protecting public health
under the Clean Air Act. "

"You wouldn't want to be between the Vallejo ferry and Elizabeth Wilkie when she comes
flying down St. Vincent's Hill on her rusty mountain bike, hell-bent for the 6 a.m."At 5:55 she leaves her 1875 salt box and starts down the patchwork back alleys. At 5:57
she crosses Mare Island Way, and then it is a sprint on the long boardwalk. At 5:59
the Baylink captain barks "last call," and here she comes around the terminal, leaning
into the last turn and getting her tires through just ahead of the gangplank. ..."

"... The study also has implications for human health. "People have these same

BY MICHAEL WOODS, BLADE SCIENCE EDITOR; Toledo Blade, March 24, 1999
Note: This article was pulled by the Blade, even though they left up other articles at that
time that were even older. They would not reload it to their website, either. The opening two
paragraphs:
"ANAHEIM, Calif. - Synthetic fragrances used in perfumes, soaps, laundry detergents, fabric
softeners, cosmetics, and scores of other consumer products have become a new and unexpected
group of environmental contaminants, scientists said."The chemicals are accumulating in human fat tissue, blood, breast milk, drinking water supplies,
lakes and streams, fish and wildlife, and elsewhere in the environment, according to scientists
interviewed here. They are presenting scientific reports at a national meeting of the American
Chemical Society. ..."See if YOU can persuade the Blade to reload this very informative article. I could not; but
then, I am but one individual. On the other hand, none of us are the fragrance industry ... you
don't think they possibly could have ... ????? Oh, no. Remember, the flavors and fragrance

the kind of people who are concerned that things be done right. They are also people
who have the moral fiber to stand up to corruption. In almost every case, they became
whistleblowers because a moral dilemma, not of their own seeking, was thrust upon
them. They were asked to do something immoral and they refused. Ninety-nine out
of a hundred people. when faced with such a dilemma, will hold their nose and
remember where their bread is buttered. Or they will convince themselves there is no
dilemma. Most whistleblowers start out doing the right thing thinking that once "upper
management" or some figure of authority learns of the situation they will straighten
it out. Even after they come to understand that "upper management" is not going to
save them, whistleblowers remain unrepentant and even defiant. From that inevitably
follows harassment, persecution. and vilification. This is not the path for a malingerer. ..."

- the Special Counsel may order an agency head to investigate and

- after any such investigation, the Special Counsel must send the agency's
report, with the whistleblower's comments, to the President and Congress.

using biodegradable materials. They can also preserve the burial site in perpetuity by
purchasing a conservation easement planted with a tree, native grass or wildflowers.
Of course, the old cemetery is still there, and customers can opt for a traditional burial

will look like-and will be-a nature preserve. A global positioning system will record

Dear Editor:
Recent unwanted exposures to synthetic fragrances reminded me of an article in
INVIRONMENT, August 2000, "Less Respiratory Impact From Fragrances." Tulane's
testing does not reflect reality. Had I been exposed to a synthetic scent in an inhalation
chamber for only 20 minutes and then had the luxury of having the chamber "flushed"
with filtered air, I know I would not have acquired Multiple Chemical Sensitivity (MCS). ...

August 22, 2000
Dear Editor:
I would like to comment on the story "Less Respiratory Impact From Fragrances"
which appeared in the August 2000 issue.
The study at Tulane University did not address several important aspects of asthma.
Asthma has several components.
Bronchoconstriction, which was addressed by the Tulane study, only addresses this
aspect of asthmatic responses to fragrances, and simple spirometry does not always
accurately reflect the constriction of small airways. When the constriction occurs in the
smaller airways rather than the larger ones, spirometry readings may only drop slightly.
Constriction of smaller airways requires more extensive testing to pinpoint. Further,
the exposures were very short, only 20 minutes and there were measurable
constrictions of the airways. What happens if the exposure continues all day, which
are what most asthmatics encounter? Nor did the study take into account that there is
usually exposure to numerous fragranced products. The study did not address at all the
underlying inflammatory process, which is considered by pulmonary experts of
great concern. It is this underlying inflammation that makes the airways more susceptible
to the effects of fragrances and other irritants. And, irritants, such as fragrances,
increase the inflammation. ...

Source: Oregon Health & Science University - Date: 2002-09-13 "PORTLAND, Ore. -- A study of nearly 300 breast cancer patients at Oregon Health &
Science University found that women who use hormone replacement therapy (HRT)
have less aggressive tumors and are more likely to be diagnosed through mammograms
than other methods. Also, HRT users with breast cancer had significantly better
survival rates than non-HRT users. The study is published in the September issue of the
journal The Archives of Surgery.Because hormones increase the density of breast tissue, researchers have suspected that
HRT use would make it more difficult to detect tumors on mammograms. As a result,
it was suspected that tumors in patients who have received HRT might not be detected
until they were larger and more advanced. However, of 144 study patients using HRT,
84 had their tumors detected by mammogram, while 60 were detected by other
methods. Comparatively, of 148 non-HRT users, 63 had their tumors detected by
mammogram, while 85 were detected by palpation (feeling for lumps).

- "HRT and Breast Cancer
"Recently, women have been overwhelmed with reports that HRT may increase the risk
for breast cancer. One particular study of 46,355 women in the Breast Cancer
Detection Demonstration Project, a national breast cancer screening program, found
nearly a 9% increase in breast cancer risk among women who used combined HRT
(estrogen and progestin) each year. However, Dr. Judith Reichman, a professor at the
University of California, Los Angeles who spoke at the Congress on Women¼s Health
and Gender-Based Medicine meeting in June 2000, said that the results of the Breast
Cancer Detection Demonstration Project are often misinterpreted. Some women may
incorrectly assume that a 9% increase in breast cancer risk each year would mean that
in 10 years, a woman¼s risk of breast cancer would be 90%. In reality, the researchers
noted a 9% per year incidence of breast cancer among women who took HRT for a long
period (typically over five years).
"Women¼s health experts blame the media for emphasizing the negative findings of HRT
studies while devoting little attention to studies that do not find a relationship
between HRT and breast cancer risk. Two large studies conducted by the American
Cancer Society and the Iowa¼s Women¼s Health Study did not find an increased breast
cancer risk with HRT, but these studies were not well reported to the public. ..."

First, CLEAR THE AIR OF SUPERFLUOUS TOXINS! That's like: "Remove the pump

http://www.occuphealth.fi/cgi-bin/sjweh/abst_testi.pl?key=2001|6|422--|1- Yes, US OSHA, workplaces can be the cause of debilitating, disabling MCS, cancers,
asthma, migraines . . .. I'm lucky I've only developed a benign tumor and been disabled by MCS
in my former workplace. Others have developed cancer and died. But, of course, the workplace
is exonerated. However, add together your monthly or so spraying of pesticides, seemingly
constant painting of offices, hall walls and restrooms with high-emitting VOC paints, apply carpet
cleaners, recarpet elevators with no warnings using high-VOC adhesives, install new shelves
over night during the workweek with without outgassing the high-VOC-emitting oil, give the
entire building a good dose of roofing sealant applied twice in one week during core business
hours, cabinet making with the use of high-VOC-emitting adheseves, again, during core
business hours, and staff and visitors (public agency) wearing as heavy a scent, as heavily applied
as they like, plus a good dose of personally sprayed pesticides when one leaves one's lollypop in
one's desk drawer to attrack ants, and there is no wonder in my mind that "MCS IS
CLEARLY ... OCCUPATIONALLY RELATED!" See OSHA's statement regarding Multiple
Chemical Sensitivity
-
"Because the cause of MCS is not currently known, control methods could only be
based on unproven theories. MCS is clearly not occupationally related. "
OSHA, how can you have it both ways? IF the cause of MCS is NOT currently known, then you
cannot so cavalierly dismiss MCS as not occupationally related. In my case, MCS was acquired
in an office. What about workers in refineries, plastics plants, fertilizer, pesticide,
fragrance manufacturing, ... ad nauseam? OSHA has changed its format, but it's message remains
the same (Aug 2002). -- barb

barb's two bits' worth: I'm afraid most mainstream allergist just don't know. The fragrance
tests that they may be familiar with are dermatological. Indeed, that's what most testing
has been for ... and then, only with regard to the individual wearing/using the scented
product. Even dermatologists haven't clearly recognized - and issued public warnings - that
synthetic fragrances worn or used by one individual can cause eczema, acne, hives, rashes . . .
in another individual. That's right. You can suffer adverse skin, respiratory, headaches and other
central nervous system disorders, all thanks to secondhand fragrance "use." -- barb
