Background Information
NCCI and Stan Scarano



Background of NCCI:

The National Coalition for the Chemically Injured (NCCI) is a 501 (c)(3) corporation. NCCI's purpose is to foster an active national coalition of support groups and non-profit advocacy organizations that serve the needs of people with chemical sensitivity disorders.

NCCI's mission is to promote and facilitate efforts among its member organizations to educate the public, media, elected officials, and medical professionals about the need for greater recognition, treatment, accommodation, prevention, and research of chemical injury and multiple chemical sensitivity disorders. NCCI's vision is a world in which stewardship of the earth, its resources, and life in all its diversity is embraced.

The NCCI web site (http://www.rtk.net/ncci) is on the Right-To-Know (RTK) Network. The following is an excerpt from the RTK NET:

    "RTK NET was started in 1989 in support of the Emergency Planning and Community Right to Know Act (EPCRA), which mandated public access to the Toxic Release Inventory. It is operated by two nonprofit organizations -- OMB Watch and the Unison Institute -- funded by various government agencies and foundations."

It is both fitting and proper that NCCI be located on the same network as the "Toxic Release Inventory" databases, that in many cases, contain the toxic chemicals that are responsible for our illness (multiple chemical sensitivity).



Background of Stan Scarano:

My background is computer technology. I have held technical IS (Information Systems) positions from programmer, to technical director of an EDP services company. Working August 1992, through June of 1995 (my last job), for the Director's Office, House Information Systems (H.I.S.), United States House of Representatives, I was Committee staff for the House Administration Committee. On Capitol Hill, my major focus was "electronic dissemination" of government information, i.e. the Internet.

It was during my tenure on the Hill, in the Ford House Office Building, that I developed my multiple chemical sensitivity (MCS). In 1992 a NIOSH study was performed:

    "Twelve persons with cancer, including five with a brain tumor, and one person each with skin cancer, lymphoma, breast cancer, colon cancer, leukemia, esophageal cancer, and lung cancer were identified among approximately 250 persons who work in each of the two agencies. The evaluation focused on brain cancer because it was the only medical condition occurring in two or more individuals... Four persons reported to have brain tumors were permanent, full-time employees of the CBO (Congressional Budget Office) and HIS."
